Bellingham Waterfront Park Environmental Cleanup

IMCO Construction has begun the R.G. Haley and Cornwall Avenue Landfill Site Cleanup contract along the Bellingham Bay waterfront, at the south end of Cornwall Avenue. This area was once an active industrial operations sites, including a wood treatment facility and a municipal waste landfill. This is an extensive environmental cleanup project and has taken decades of planning. Construction of phase 1 is expected to take three years to complete, including the beginning phase of the future waterfront park called Salish Landing Park. This project will transform a historic eyesore into a beautiful and accessible public park along the Salish Sea.
The project site is located within two Washington State Department of Ecology cleanup sites. In addition to environmental cleanup, IMCO’s contract includes 27 parking spaces, bike parking, beach, trails, habitat improvements, a boat launch, and other park amenities
The upland construction includes in-situ solidification of on-site waste soils, mass excavation, installation of a non-ground penetrating cofferdam system within the intertidal excavation zone, installation of an upland multi-component capping system, gas collection system, intertidal and near shore armoring, park utilities, trails, parking facilities, and landscaping.
In-water work will include IMCO crews performing inter-tidal and sub-tidal armoring, large volumes of sub-tidal aggregate capping, and eelgrass habitat renewal. This is a hallmark of conservation in the Pacific Northwest, featuring one of the largest eelgrass harvesting and transplantation efforts ever performed.
