Everett Water Pollution Control Facility Expansion GCCM Project

Careful pre-planning and client engagement keep critical one-of-a-kind facility operational during construction.

IMCO was the general contractor and construction manager (GCCM) working with Carollo Engineers to add nearly 30% plant capacity. The facility treats wastewater from the cities of Everett, Mukilteo, Alderwood, and Silver Lake to keep the local rivers, lakes, and streams clear of pollutants. With these upgrades, the facility treats up to 40 million gallons of wastewater per day.  

The project included construction of a third secondary clarifier, an expansion of the solids contact basin, a third trickling filter unit, and an additional 300 HP effluent pump. Plant operations remained active throughout the duration of the project. IMCO coordinated and planned with the plant’s operations staff to conduct a series of partial and complete temporary shutdowns that were all completed on time. 

As part of the GCCM process, IMCO put out 13 bid packages and competitively won the earthwork and utilities and biofilter modification packages. Through strong subcontractor outreach and engagement, IMCO exceeded the project’s minority utilization goals.
