IMCO Awarded RG Haley / Cornwall Salish Park Project by City of Bellingham

BELLINGHAM, WA — September 16, 2025 — IMCO is proud to announce that the City of Bellingham has awarded IMCO Construction a contract to lead the RG Haley / Cornwall Avenue Landfill Cleanup and Salish Landing Park Phase 1 project. The project is a transformative waterfront redevelopment effort that will clean up legacy contamination and create a new public space on Bellingham Bay.

The project is a key milestone in the City’s long-term vision to revitalize its industrial waterfront into a safe, accessible, and environmentally restored community asset.

The contract includes:

  • Demolition and site clearing of former industrial structures and debris;
  • Environmental cleanup of the RG Haley and Cornwall Avenue Landfill areas, including excavation and capping of contaminated soils, groundwater treatment, and stormwater management;
  • Site grading and shoreline restoration, including habitat improvements and improved beaches along the waterfront;
  • Construction of Salish Landing Park Phase 1, featuring new public access trails, native landscaping, park infrastructure, and shoreline viewing areas;
  • Installation of utilities and support infrastructure to prepare the site for future park phases and community use.

Construction is scheduled to begin in Fall 2025, with substantial completion targeted in 2028. IMCO will work closely with the City of Bellingham, the Washington State Department of Ecology, and regional stakeholders to ensure compliance with all environmental and safety standards.
