Water Pollution Control Facility FEN Chlorination Building Upgrade

Innovative techniques solve constructability challenges

IMCO Construction completed the construction of a new Final Effluent North (FEN) sodium hypochlorite storage and feed facility as part of an upgrade to the Everett Water Pollution Control Facility. The contract also included modifications to the lagoon dike wall and roadway, along with a new concrete culvert channel to convey wastewater to the chlorine contact channel. A new outfall hydraulic vault structure was built, and the existing outfall diffusers were modified.

To address challenges posed by existing utilities and tidal influence in the Snohomish River, the team implemented an innovative solution combining sheet pile shoring with ground freezing, enabling safe excavation of the 22-foot-deep cell.

IMCO’s crews self-performed over 80% of the contract including piledriving, process piping, mechanical equipment installation, site grading, and cast-in-place concrete.
